Can you have a famine when there’s plenty of food?  Yes, if people can’t get it.  Indeed, the only cause of famine nowadays is that someone is deliberately keeping an enemy from being able to get food – as an act of war.  Alex de Waal wants that to become recognized as a war crime.     (Video version 134 August 2018)
