Cesar Jaramillo is the executive director of an organization based in Waterloo, Ontario that studies warfare and the effects of owning weapons. He recalls arriving in Canada as a refugee from his native Colombia, which was at war against an guerrilla movement at the time. These days he is chiefly trying to persuade the Canadian government not to sell armored personnel carriers to Saudi Arabia.
